Gamesradar has a nice list of the 13 scariest game villains ever .

Of course you’ll find a good sampling of the usual suspects, but Capcom dominates the list with Sledgehammer (Clock Tower 3), Nemesis (from, um, Resident Evil 3: Nemesis), and RE4’s Dr. Salvador taking top honors, for being a) everywhere b) exterminating you with such extremely extreme prejudice.
